7月21日，教育部、科技部、公安部、外交部公布了《外籍教师聘任和管理办法（征求意见稿）》，明确了外教聘任的资质要求、工作许可、签证申请、居留许可、教师备案等细则。

这里的外籍教师（foreignteachers），是指由教育机构聘任、取得外国人来华工作许可和工作类居留证件、在中国境内从事教育教学工作的外籍人员（foreignnationalswhoarehiredbyeducationinstitutionstoworkasteachersinChinaandhaveacquiredworkpermitsandwork-typeresidencepermits）。

征求意见稿提出，要建立外籍教师信用记录制度（acreditsystemforforeignteachers）。
